Character limit for making Regex

Hi, I want to do a validation and make a generic rule, we have a large enumeration list.

What is the character limit for REGEX Rules?

Doing some research, the character limit looks to be around 4060 characters, but I noticed that it is influenced by Rule Name and Description, so may be a total row character count or some bit count.
