New Workflow that needs to be available for Communities, Domains and Assets

I have a workflow created that I need to show up in actions under Communities, Domains and Assets. In the Workflow settings, it seems that I have to pick just one of those in the 'Applies to". Is there a way to get the workflow to apply to all 3 types without duplicating the workflow and deploying 3 times?

No, not possible. Typically we put all the business logic in one workflow, then call it from the 3 “empty shell” workflows.
