Dataset size or configuration tips for detecting Patterns

Hi all,

I have rigged a situation to occur for Patterns.
The USE Case is a Northeast based dataset accounting for sales tax. The issue is 1 entry where sales tax is applied in Deleware. (pictures below).

I cannot seem to detect this in patterns. Is there a minimum dataset size? Any considerations in lookback? Also pictured below is what I have been trying.

After working with the team - key in the Patterns menu does not refer to a PRIMARY KEY rather where to key in for the bucket- so key should NOT be unique, rather the applicable grouping for the pattern.

Also worth noting that a sufficient enough dataset row count chang will result in an altered dataset.
