Issue Asset type had Issue with new upgrade

When you try to create any custom or OOTB asset having asset type as ISSUE or any other sub asset type under ISSUE asset type, eithier via workflow creation or global creation of asset, you will see responsibilities in the overview tab. They cannot be edited/moved/deleted also.

Yep, this is because although page definitions are not hardcoded, they are hidden from customers.
Therefore it is not supported to add or remove roles from the asset page. This is a good example of a suboptimal balance between configurability and usability.

There is an idea for that, you can add your vote: Option to choose which roles are assigned on an | Ideation platform (collibra.com)
