Resource Permissions - Extend Normal permissions to all Resource Roles

Adding attachments, comments, and ratings feel like critical components of participating in building a community around our data. I am confused as to why the OOTB resource permissions for the Normal resource role appear to not be extended to all resource roles?

For example, if I am a Technical Steward and a Normal user tagged me in a comment, would I not be permitted to engage in dialogue with them?

In our case, we have created a “Data citizen” role, and added the group “Users” in it, which represents ALL users of the collibra platform. Then we have added the “Ratings” and “Comments” permissions, and added this “Data citizen” role to all communities where we want them to be able to comment and rate assets.
Not great, but it does the job.
