tagsEditNoPermission in OMRE workflow

Recently, when attempting to upgrade to a newer version of OMRE, I ran into an issue in PROD (but not in our lower environments) where I'm finding an error of "tagsEditNoPermission" in the log files. OMRE has run successfully in the past for us and the role we're executing in doesn't have any restrictions against tags. Has anyone else encountered this and, if so, what did you have to do to overcome the issue?
