Where to Access Workflow Email Templates

We're new to customizing Workflow and can't figure out where to access the custom email templates and how to update/modify them or create a new template.

I've seen similar discussion here in the past years directing me to the Console and downloading backup. However, I cannot see the folder for email templates in the downloaded file.
