Draft Business Term

Is there any ability to create a draft version of changes to a business term in glossary?  We currently have inline editing turned off for CDEs and are using a custom "Change BT Workflow" with a form that has required fields.   Capabilities needed

- Save information into this form without workflow initiating

- Have multiple data stewards view pending changes and make additional ones

- An added plus would be the ability to approve changes to specific attributes and not others...and without having multiple workflows on the same record
