Product license 'PRIVACY' is needed to assign the role 'Sysadmin' to a user.
When I'm trying to add an user in the Global role SysAdmin, I get the below error.
Product license 'PRIVACY' is needed to assign the role 'Sysadmin' to a user.

Yeap. Same same. You need to go into Global Permissions and remove Privacy from Sysadmin's permissions. Then you can add users or groups. BTW you should add groups to your roles, not users. Create groups, add users to the groups, add groups to the (global or resource) roles.
Not sure why they have added-not-added all these privacy asset types and then made them inaccessible, bit futile really.
