Empowering data management offices

In an effort to enhance data governance and management within state and local governments, as well as educational institutions and universities, Texas passed a significant bill, SB475. This landmark legislation mandates the appointment of Data Management Officers (DMOs) for all state agencies with 150 or more employees. As Texas is the largest economy state-wide, it’s crucial for agencies to ensure they comply with this legislation and prioritize data governance maturity.

The Texas Department of Information Resources (DIR) plays a vital role in facilitating the transition towards more effective data management. Neil Cook, the Chief Data Officer (CDO) of Texas DIR, is tasked with overseeing the onboarding of DMOs and the establishment of data offices for eligible agencies. Many of these agencies are facing challenges, including:

• Appointing the Data Management Officer: The first challenge for agencies is finding and appointing a suitable DMO who can oversee and manage their data governance and management efforts.
• Establishing the data management approach and processes : Agencies need to inventory data, create a glossary, and establish how data is classified, consumed, and managed. This process can be overwhelming due to data sprawl and limited resources, especially in smaller agencies without dedicated data scientists or analysts.
• Building a complete view of their data: To achieve effective data governance, agencies must consolidate their data management functions into a single pane-of-glass, making it easier to find, understand, manage and trust data.

With the first SB475 assessment deadline having passed for 2022, and the next one coming up on November 15, 2023, newly appointed DMOs must demonstrate value and progress in their data governance framework.
