How are KPI's measures being implemented without people getting them mixed up

It can be gray, and one persons measure is another persons metric (or KPI).
While not perfect here is what we have used as guidance to differentiate in our environment:

1. Measure: Point in time single value. Typically used where there may be multiple metrics/KPIs that use the same value as a part of the calculation and where a consistent single definition would be valuable. For example, Headcount.
2. Metric: A calculation that can be used to monitor, analyze or otherwise track a process over time.
3. KPI: A metric with a target value.
