How do I download the DQ install package and license?

Question

As of this writing the package is not yet available on the Downloads page.

I am looking for the package referenced here:

Also need a license, per this documentation:

It is challenging that the instructions tell me to do something but do not give me any clues about how to do it.

If there is an updated package and/or install instructions please point me in the right direction.
